三 | 另一边，人工智能技术迭代快、应用场景新，致使传统法治框架也面临着诸多挑战。为此，市人大常委会坚持“小切口、小快灵、精准化”的立法思路，在关键领域率先破题。数据可以说是人工智能模型训练与迭代的基础资源之一。针对数据流通壁垒突出、权益界定模糊等痛点，杭州率先出台全国首部数据流通交易促进条例，明晰数据权益归属、创新公共数据授权运营机制、探索个人数据代理模式，为大模型训练与算法迭代提供合法高效的数据支撑。在法治护航下，西湖区魔搭社区汇聚了全球2500万开发者、17万个开源模型，成为具有全球影响力的人工智能开源开放平台。今年5月1日，《杭州市促进具身智能机器人产业发展条例》正式施行。
四 | 条例首次明确了具身智能机器人法律定义，并首次提出了编码管理、全生命周期追溯监管等制度设计，在守住安全底线的同时，为前沿技术留足试错空间，助推宇树科技、云深处等700余家规上核心企业加速集聚。目前，创新活力之城促进条例、人工智能产业促进条例等相关立法工作也正扎实推进。精准监督护航产业迭代升级监督是人大履职的“利器”。市人大常委会坚持寓支持于监督、以监督促发展，紧盯规划引领、资金保障、生态培育等关键环节持续发力。在“把牢图”上下功夫。在“十五五”规划编制中，市人大常委会围绕人工智能产业集群培育、基础研究投入、核心技术攻关等领域，通过刚性规划约束与量化指标指引，牵引人工智能产业能级跃升。
五 | 在“管好钱”上持续问效。
六 | 市人大常委会将“三个15%”财政科技资金政策落实情况作为预算监督重点。
七 | 2025年，全市一般公共预算科技支出达312亿元，同比增长16.3%，累计批复天使类子基金90只、总规模250.72亿元，有效撬动社会资本投向底层算法、算力底座及初创型企业。创新生态是产业发展的“土壤”。
八 | 市人大常委会连续三年开展营商环境专项监督，组织99场座谈、走访506家企业，推动首批6个创新空间落地，仅一年即集聚了500余家人工智能相关企业，落地4个国家级人工智能中试基地，数量位居全国城市首位。代表聚力架起政企协同“连心桥”扎根一线、“双岗建功”的人大代表，是联通政府、市场、技术与基层的桥梁。
九 | 市人大常委会将履职阵地前移至人工智能产业园区和企业一线，在滨江区具身智能机器人小镇、西湖区紫金港科技城设立产业代表联络站。
十 | 60余名行业专家进站、80余次走访调研、20余场产业链座谈——企业诉求与行业堵点在常态化沟通中得以精准捕捉、系统梳理。
十一 | 在今年1月召开的市人代会上，人大代表提出的405件建议中，人工智能相关建议达到60件，占比达14.8%。市人大常委会建立政府分管领导领办、人大常委会主任会议成员督办的高位推进机制，聚焦产业链协同、算力开放、人才引育等问题逐项细化方案，推动建议办理从“办结达标”向“力求实效”提升。
